The resulting pills from these feathers are far more efficient and potent, even if they have fewer runes.
Runes only enhance the potency of what the spirit herb or resource is capable of giving. So, if the base potency is already low, then unless the difference in runes between these pills is vast, the pill made with the more potent resource would always come out on top.
