The Darksea Abyss Venerate chuckled coldly, "But if you still want to hear my opinion, I suppose I can say what you’re all thinking, but don’t dare to do it because the retaliation will be heavy if you fail to accomplish it."
"..." The Star Blossom Fairy and the others narrowed their eyes.
The Darksea Abyss Venerate continued, "We will send Death Squads to tackle him and force him above the layer limit, causing the layer limit to kick in and send him into the void. There, the chances of death are extreme for an Anarchic Divergent like him. Even if he doesn’t die, his body will be cleaved and ripped apart, his soul rended to an eternity, never to reform."
The White Flash Fairy responded, "We do indeed have Death Squads at the Third Layer’s Limit, and we could recruit more if we give a suitable compensation to those who are in dire need of it. However, I don’t think the Divine Emperor of Death will fall for that trick. He’ll simply receive their strikes, die, and reform there itself. Why would there be a need for him to raise his prowess?"
"I’m not talking about sending the Death Squads to directly fight him." The Darksea Abyss Venerate grinned, "I’m talking about sending the Death Squads to attack his family, which will force him to defend them, and he could only do that by raising his own prowess to the utmost limit. He might be invincible, but even he cannot protect everyone in his family if he holds back the slightest bit."
"Wouldn’t we have long considered that option if we could only find his whereabouts?"
The Grand Alchemic Venerate frowned, continuing, "The Heaven’s Warriors all continued to search the Whispering Wildlands Lower Realm, but they simply couldn’t find them. Besides, it isn’t a given that they’re there because of the Void Dust Tree. With its special ability, his family can move from one realm to another in an instant. If they see danger appearing, they could simply use their ability to escape."
"True," The Star Blossom Fairy nodded, "If the Darksea Abyss Venerate really wanted to use this plan, then he would’ve made his move when the Divine Emperor of Death publicly married the Phoenix Blessing girl. They were all out there back then, and a few Death Squads would’ve done the job, but someone seems to have chickened out..." She sneered.
"Want to take advantage of my power?" The Darksea Abyss Venerate cast a cold gaze at her, "Not so simple. Either we were in this all together, sending Death Squads at him, or we wait until he arrives in the Upper Realm in order to destroy him. I don’t like half-hearted plans that leave something for the enemy to take advantage of."
"How cunning. Even though a few of your favored grandsons got killed by the Divine Emperor of Death, you’re still so calculative. No wonder the hydra clan survived to this day despite repeatedly getting squashed for your wrongdoings."
"Hah! I can’t be blamed for the wrongdoing of my subordinates or the descendants of my clan."
The Star Blossom Fairy pointed at him, getting heated, "You’re speaking as though you’re innocent when everyone here knows what you-"
"That’s enough. We have diverted from the topic again." The White Flash Fairy immediately stopped them.
She frowned, not wanting to do such a thing since she also hated the Darksea Abyss Venerate, but she was not here for that.
Everyone can leave the summit whenever they wish to, so insults or throwing faults need to be avoided. Otherwise, they wouldn’t get anywhere, and nothing could be done since the Realm Masters who took offense would outright leave.
Nothing got done here because of the longstanding enmity they shared with each other, so no one will bother to stay here if they are disrespected. This place was built for achieving greater unity and ushering prosperity among the Sixteen Upper Realms, but it remained as useless as it could be except for emergencies like this, when they need to deal with a calamity, so she remained hopeful.
"Sigh, it is clear that we acknowledge the Divine Emperor of Death as a true threat. Although he’s not a threat to us, we clearly fear his potential. There’s nothing shameful in admitting that."
The Severance Fang Overlord took over, his voice convincing, "We’ll vote on whether to send Death Squads at him after we determine if we know his family’s whereabouts. If anyone ever made progress with their own intelligence networks, then do share so we can proceed with this plan. Otherwise, we’ll continue talking about what to do about our supreme geniuses. We can’t lose them as they’re the cream of our crop."
"Indeed," The Grand Alchemic Venerate nodded, "This is a strange yet tumultuous era where powerful Divergents are not only popping up in greater numbers but surviving better. This is also a chance for our junior generation to grow and become like us faster."
"Agreed." Nearly everyone nodded.
This era was clearly strange, especially the existence of the Heavenly Blight Hall. Divergents teaming up? That had never happened once in history. Even the Heaven’s Warriors confirmed it. Now, even the Divine Emperor of Death had a group of Divergents following him. They understood that it was not a good sign for the world, but at the same time, fortune lies where risks are present, so they knew this era could destroy or create new realm rulers.
It had already started in the Lower Realms with the Divine Emperor of Death having conquered three Lower Realms yet nothing could be done about it because of the layer limit and most importantly, that damned apocalyptic spirit who could reportedly sever the connection they have with the Realm Core.
That was too alarming to hear even for them.
"Heh!" The Darksea Abyss Venerate looked smug, "I wouldn’t have put forward this plan if I weren’t even half-convinced that I could find their whereabouts."
"Oh? You mean-"
"Indeed. One of our sources says that a certain intelligence network is under the control of the Divine Emperor of Death or one of his wives, as they sprawled too much, trying to collect too much information. They gave themselves away at that time, and even though they were covered in layers of webs, those on our side were excellent and talented enough to find it. As long as we trace the communication or crack down on the intelligence network, we should be able to obtain their location."
"Interesting..." The White Flash Fairy uttered before she panned her gaze, "What do you all say? Let’s take a vote on it if everything that needs to be told has been said."
The Realm Masters all nodded, many still hesitant, as there was not enough information.
Nevertheless, they raised their hands and the sixteen crystals in between them and two meters above lit up one after another. They were either red or green, red denoting a ’no’ and green denoting a ’yes’.
In a few seconds, the result was known.
It was an overwhelming no, with 13-3 votes.
"You freaking cowards." The Darksea Abyss Venerate clicked his tongue.
Unfortunately, the crystals were randomly arranged, so they didn’t know who was who or who voted for what. This system was set up to promote unity and do away with enmity.
"Not cowards. There’s simply too much lack of information for us to decide on it." The Void Autarch Upper Realm’s Realm Master coldly said.
Nearly everyone nodded their heads.
"Then we’ll take a vote on our supreme geniuses, to get them out or not." The White Flash Fairy moved onto the next one, "After all, they will also find their own lucky chances in the Elemental Dimension, where even Primarch Grade resources are obtainable. Vote red to get them out and vote green to let them stay."
The Realm Masters nodded, voting again.
This time, the votes were 7-9, majority voting to let them stay.
"Are you green voters crazy?" The Star Blossom Fairy lashed out, "We’ll lose our supreme geniuses to the Divine Emperor of Death if we let them remain there. His wives are already making a scene. None of them could match them in prowess. You’re all sending your supreme geniuses to their deaths."
"Then that would be their own destiny." The White Flash Fairy coldly uttered, "As supreme geniuses of my Stormsong Family, it is their life’s mission to kill Divergents or die in their hands. There’s no shame or loss in that."
"You-" The Star Blossom Fairy looked speechless, "You’re just pissed that you lost your grandnephew to him."
"He deserved it. I spare no villains in my clan if it came to my privy, but regardless, I will exterminate all Divergents as I have always done, and so will the descendants of my Stormsong Family."

The Star Blossom Fairy did not want to accept this voting since she had already made her decision to get her family’s supreme geniuses out. However, if she went against this vote, then she could stop expecting support from other powers when she was in need.
She had to make a decision herself.
In the end, they took a vote on a few more decisions, and nothing ever was in favor of eliminating the Divine Emperor of Death.
Then they all just silently realized that they were just too careful of him since he won time and time again, that the surefire way of killing was to just wait for him to ascend to the Upper Realms. That long gap of stages between him and them was the only thread that they could wait for to pull on.
